About PMKVPY

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is acknowledged as the of Skill Development & Entrepreneurship’s forerunner scheme. The scheme’s central objective aims at enabling several citizens to employ industry-suitable skill trainings that’ll assist them in securing a better livelihood. Individuals possessing prior learning expertise will be separately evaluated and under the Recognition of Prior Learning (RPL), the training and evaluation fees are entirely compensated by the Government under this scheme. During June 2015, the average award for each individual amounted to ₹8,000 when the scheme was implemented in the chosen states (primarily Bihar).

PMKVY was officially launched on the 15th of July within every state, this is acknowledged as the National Skills Day in India. The scheme’s supposed to run over the course of four years 2016 – 2020, the aim solely directed towards benefitting 10 million youths.

Key Components of the PMKVY

Pradhan Mantri Kaushal Vikas Yojana is divided into particular stages that are summarized below:

  1. Short Term Training

This form of training that’s implemented by the PMKVY is supposed to serve as an advantage for the citizens of India who’re categorized into unemployed or college/school dropouts. According to the NSQF, training centres are obliged to endeavor soft skill training, digital literacy and entrepreneurship. The duration differs dependably on the job roles, this usally ranges between several hours. Candidates will be provided with placement aids especially those who remain intact with the familiar norms. This component is required to be NSQF level 5 or lower.

2. Recognition of Prior Learning.

People who possess a former learning experience are assessed under the RPL (Recognition of Prior Learning) scheme segment. RPL is known for directing its aim towards aligning the potency of the country’s unregulated workforce to NSQF. Recognition of Prior Learning is further divided into three project types: RPL Camps, RPL Centres and RPL employer premises.

3. Special Projects.

The unique projects aspect of the Pradhan Mantri Kaushal Vikas Yojana governs the formulation of a platform that’ll allocate training in specialized government areas and premises, this is implemented for corporate as well as industrial bodies. This segment assures topnotch training that’s provided in unfamiliar job roles that are not accessible under theNational Occupational Standards (NOSs) & numerous Qualification Packs (QPs). Special Projects are projects that stray from the terms and conditions of Short Term Training under PMKVY for any member. Central government institutions or any other similar stature organization are eligible for proposing stakeholders who demand to offer high-quality training to several applicants.

4. Kaushal and Rozgar Mela

If the scheme desires to be successful and implemented genuinely throughout the nation, community along with social mobilization is extremely crucial. Active participation of the community ensures transparency and accountability and helps in changing the collective knowledge of the community for better functioning. In line with this, PMKVY gives special importance to the involvement of the target beneficiaries through a specific process. Rozgar and Kaushal melas are conducted by training partners every 6 months which is widely promoted through media coverage and the Indian press; an active participation in on-ground functions and National Career Service Melas is mandatory as well.

5. Placement Guidelines.

The scheme focuses on linking the aptitude, knowledge and aspiration of the specialized workforce that it molds through offering a multitude of stable job opportunities and by generating demands in the market. Therefore, PMKVY along with training centers are obliged to prioritize developing a platform of opportunities for their candidates and assist them with entrepreneurship development.

6. Monitoring Guidelines

To ensure that high standards of quality are maintained by the TCs, NSDC and Inspection Agencies shall use various methods to keep a check on their progress. They’ll utilize methods that incorporate self-audit reporting, call validations, surprise visits and monitoring through the Skills Development Management System (SDMS).
