Samagra Shiksha Abhiyan was proposed by the Union Budget 2018 to 19. It was launched on May 2018. Under this program school education should be treated holistically without any division from nursery to class 12. The goal of this program is to improve the education system. This aims to improve learning outcomes and provide equal opportunities for schooling.

The three schemes: Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan and Teacher Education are combined together under this program. It will use state, district and sub-district level resources to support the implementation and transaction cost for the development of the scheme. A single comprehensive strategic plan should be followed which will ensure the improvement of the quality of school education at the district level.

How is Samagra Shiksha Abhiyan different from other education schemes?

Earlier, the focus of the government was mainly on small project objectives and changing small things in the system but this time the whole focus is shifted towards improving systems-level performance and overall schooling outcomes by creating a new combined administration.

The central will take the help of the state to implement this mass program. According to the official website of the scheme, “The aim is to provide all boys and girls complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.”

Under this scheme, no children will be discriminated on the basis of gender, caste or financial status and will ensure social harmony among children from different backgrounds. It will also focus on the training of teachers so that they can provide proper education and guidance to the students.

Objectives:

  • Improvement of the quality of education in different schools all over the country and improving the results of the students.
  • Reducing the social and gender gaps in education by bringing together children from different backgrounds.
  • Ensuring subjective training and education at all levels.
  • Ensuring that minimum standards for education and teaching are followed.
  • Vocationalisation of education is promoted.
  • Team up with the states to help them implement the Right of Children to Free and Compulsory Education RTE act.
  • Upgrading and providing training to the teachers of the state institute of education.

Important Features and Benefits:

  1. It provides single continuous syllabus from classes 1 to 12 and treats education as a continuous process from pre-school to class 12. It has also supported the states to to initiate pre primary education course which includes classes like nursery, kg, which prepares the children for class 1st. Basic knowledge of letters and numbers is provided which is really helpful for the beginners.
  2. A single administrative authority will make a single administrative structure which will be very helpful in implementing the scheme
  3. Under this Scheme, Fundings from different organisations is collected. Finances spent on education is heightened.
  4. The ability among teachers to educate is improved. Focus on the outcome of learning has become a priority. Institutions such as DIET and SCERT has been introduced so that teachers can improve this teaching skills. SCERT understands the value of education and how effective quality education is.
  5. Not just education or quality education, the emphasis has shifted to Digital Education. Shaala Saarthi, Shala Kosh and Shagun are good examples of initiatives taken towards Digital Education
  6. The quality of schools are improved. Many school students face the problem of not being able to reach school due to lack of transport facilities but now the transport system is being improved for Class 1 to 8 students. The infrastructure of schools has improved a lot and there has been an elevation in its distribution.
  7. “Beti Bachao Beti Bachao” is a famous slogan in this scheme. It also states that every girl should be educated and have empowerment to make choices. From Class 8 to 12 the KGBV is alleviated. Not only that, Girls can learn to defend themselves in self- defence training from primary to secondary stage to protect  themselves.
  8. “Sabko Shiksha Acchi Shiksha” is a slogan that states that education should be equal to everybody and a very important part of it is the quality of education.New and better types of textbooks are introduced to children. Under the RTI Act the quality of school uniforms are improved.
  9. In Primary Level, Students are taught and are given a chance to improve their Vocational levels. Before this scheme, Vocational education started from Class 9 to 12 but now the skills are supposed to be taught from Class 6 only. This will help children learn about Vocational education from an early age.
  10. “Khelo India” , this slogan focuses on the requirement of sports in every student’s life. Many Students are good at any certain sports like cricket, football etc but may not be able to play due to lack of Sports equipment. Here, all the equipment will be supplied to all schools. Physical education is introduced as a compulsory subject to all classes.
  11. “Sabka Saath Sabka Vikas” and “Sabko Shiksha Achi Shiksha” is a slogan that focuses on giving special preference to the minority in our country that are discriminated even on the level of education. There special Classes for Backward castes and others.
